Legendaries are some of the most important items you can get your hands on in World of Warcraft Shadowlands. In addition to a healthy amount of Soul Ash, which you can only get from Torghast or Torghast-related quests, crafting one of these powerful items also requires legendary powers and special pieces of gear that you can buy from the auction house. And what about the legendary powers? Well, these drop from a handful of different sources and some are easier to get than others. But before you can try to find them, you’ll first need to know what the best legendary power is for your particular class. That’s what this guide is all about. We already covered half of the classes and specs in part 1 of this guide to make sure to check it out if you haven’t already. Without further ado, let’s jump into our list of best WoW Shadowlands legendary powers part 2.
Shock Barrier: Holy Shock protects the target with a shield of Holy Light for 18 sec, absorbing damage equal to 20% of the Holy Shock every 6 sec. Can protect up to 5 targets.
Despite lacking any sort of offensive component, Shock Barrier is still considered the best legendary power for Holy Paladins at the moment. The fact that it works on multiple targets makes it especially valuable during raids. Shock Barrier is easily to acquire from Torghast, Coldheart Interstitia Layer 3+. If you’re looking for an alternative that centers around Infusion of Light instead, you may want to go for Inflorescence of the Sunwell, which also drops from Torghast, albeit in The Soulforges.
Holy Avenger’s Engraved Sigil: Your Avenger's Shield has a 35% chance to have its cooldown instantly reset when used.
Protection Paladins have a surprising amount of good legendary powers to choose from in WoW Shadowlands, to the point where it’s difficult to decide which one to pick. Holy Avenger’s Engraved Sigil is hands-down the best jack-of-all-trades power in our opinion and can be easily acquired from the Fracture Chambers Layer 3+ in Torghast. Meanwhile, Relentless Inquisitor and Bulwark of Righteous Fury might be better choices if you want to focus exclusively on M+ and raiding, respectively.
The Mad Paragon: Hammer of Wrath deals 30% additional damage and extends the duration of Crusade/Avenging Crusade/Avenging Wrath by 1 sec.
A flat 30% damage buff to your Hammer of Wrath is very powerful and the secondary effect is not too shabby either. There are a couple of other decent choices for Ret Paladins but The Mad Paragon is the most reliable one in our opinion. Drops automatically after picking a reward from The Great Vault for the first time, provided you have the associated quest.
Clarity of Mind: Spirit Shell increases the duration of active Atonements by 3 sec, and reduces the mana cost of damage dealing spells by 30%. During Rapture, Power Word: Shield costs 20% less mana and applies 6 second longer Atonements.
This legendary power can be considered somewhat gimmicky because its effect depends on your talent choices. The first effect only triggers when you have the Spirit Shell talent while the second one triggers only when you don’t. The good news is that Clarity of Mind is very powerful in both situations so you can’t go wrong with it either way. Drops from Sludgefist in Castle Nathria.
Harmonious Apparatus: Circle of Healing reduces the cooldown of Holy Word: Sanctify, Prayer of Mending reduces the cooldown of Holy Word: Serenity, and Holy Fire reduces the cooldown of Holy Word: Chastise by 4 sec.
The best legendary power for Holy Priests also has multiple effects, though in this case they are not dependent on specific talent choices. The best thing about this power is that you don’t really have to think about it too much or try to play around it. Simply integrate the affected spells into your rotation as often as possible and you’re all set. The bad news is that Harmonious Apparatus only drops from Sire Denathrius in Castle Nathria. If you’re not necessarily keen on raiding, we recommend going for Flash Concentration instead, which drops from Sanguine Depths.
Talbadar's Stratagem: While you have Shadow Word: Pain, Devouring Plague, and Vampiric Touch active on the same target, your Mind Blast deals 60% more damage.
This legendary requires a bit of setup but once you have all your debuffs going on a target, expect your Mind Blast to hit like a truck. Eternal Call of the Void can also be very good but it’s a lot more reliant on RNG, which is why we recommend going for Talbadar's Stratagem first. That, and the fact that Talbadar's Stratagem can easily be acquired from The Upper Reaches Layer 3+ in Torghast while Eternal Call of the Void is harder to get as it only drops from the Council of Blood in Castle Nathria.
Zoldyck Insignia: Your Poisons and Bleeds deal 30% increased damage to targets below 30% health.
This is one of the most straightforward legendary powers in all of WoW Shadowlands and the absolute best for Assassination Rogues. Not much else that needs to be said as the power speaks for itself, so go and grab it from Torghast, Coldheart Interstitia Layer 3+ and enjoy.
Celerity: Adrenaline Rush increases your damage by 8%, and you have a chance while Slice and Dice is active to gain the Adrenaline Rush effect for 3 sec.
Another great legendary power, this time for the Outlaw specialization. Powers like this that give one of your commonly used abilities a flat damage increase are always very strong and should take priority over other, more situational powers. The fact that you can easily acquire Celerity from Ventunax in Spires of Ascension makes it even easier to recommend.
Finality: Eviscerate, Rupture, and Black Powder increase the damage of your next use of the finishing move by 25%.
Despite requiring some planning on the part of the player, Finality remains the best legendary power for Subtlety Rogues in most situations at this stage in World of Warcraft Shadowlands. The sole issue with it is that it only drops from Sire Denathrius. If you don’t want to focus on raiding, it’s probably better to get Akaari’s Soul Fragment from Torghast, Skoldus Hall, Layer 3+.
Echoes of Great Sundering: When you cast Earth Shock, your next Earthquake will deal 175% additional damage.
Echoes of Great Sundering is bit of callback to Legion where Shamans had a Legendary item at their disposal that came with a similar ability. Except that the power is even more devastating in Shadowlands. Another bit of good news is that the power drops from Mueh’zala in De Other Side, so there’s no reason not to pick it up and use it to craft your very first legendary item.
Doom Winds: Dropping Windfury Totem grants you 100% chance to gain Windfury Weapon and increases Windfury Weapon damage by 25% for 12 sec. This can only occur once every 1 min.
This isn’t even a real contest. Doom Winds easily outclasses every other legendary available to Enhancement Shamans in the current WoW Shadowlands meta. Things could change further down the road, but for now, use Doom Winds in every situation unless you’re thinking about doing a very niche build. The power drops from Devos in Spires of Ascension.
Primal Tide Core: Every 4 casts of Riptide also applies Riptide to another friendly target near your Riptide target.
This is one of those powers you don’t have to think too much about and essentially gives your Riptide an extra 25% output, so what’s not to love? Spiritwalker’s Tidal Totem would be a slightly better choice when fighting a lot of trash mobs, but in pretty much every other situation Primal Tide Core is the way to go. The power drops from The Soulforges Layer 3+ in Torghast.
Malefic Wrath: Malefic Rupture increases the damage of your Drain Soul/Shadow Bolt by 25% for 8 sec, stacking up to 3 times.
Affliction Warlocks don’t have a lot of great legendary powers but Malefic Wrath is definitely very solid, despite only being useful against single targets. Unfortunately, getting your hands on the power isn’t exactly a walk in the park given that it only drops from Sire Denathrius.
Forces of the Horned Nightmare: Hand of Gul'dan has a 15% chance to cast a second time on your target for free.
A simple but very effective legendary power that grants you a consistent DPS increase. Relic of Demonic Synergy is a very close second but perhaps a bit less reliable since the exact proc rate is unknown (aprox. 3 per minute). Forces of the Horned Nightmare has another advantage in that you can get it quickly by running Torghast, Fracture Chambers Layer 3+. Meanwhile, Relic of Demonic Synergy only drops from Stone Legion Generals in Castle Nathria.
Cinders of the Azj’Aqir: Conflagrate has 1 additional charge and has its recharge time reduced by 3.0 sec.
A lot of Warlock legendariy powers are pretty gimmicky and require you to play around them. That’s not the case here, though. This power is extremely straightforward and you’ll be able to get a lot of use out of it. You’re already using Conflagrate all the time, so why not make the spell even better? The legendary power drops from Sludgefist in Castle Nathria.
Signet of Tormented Kings: Bladestorm, Recklessness, or Avatar randomly casts one of the other two abilities at reduced effectiveness.
Powers that have a random chance to trigger their effect are often not that great but this one is definitely an exception. Signet of Tormented Kings is an extremely potent legendary power that can take your damage output to a whole new level. Make sure to get it regardless of what type of content you prefer. Drops from Stone Legion Generals in Castle Nathria.
Yep, this legendary power is so good that it’s the best in slot for both Arms and Fury warriors. In fact, it might actually be slightly better in this case because Fury warriors are a bit underpowered at the moment and need all the help they can get.
The Wall: Shield Slam generates an additional 5 Rage and reduces the remaining cooldown of Shield Wall by 5 sec.
Speaking of underpowered specs, Protection Warriors aren’t doing too great either in the current version of World of Warcraft Shadowlands. There aren’t any amazing powers that can help them out unfortunately, but The Wall is pretty much the best at the moment. Thunderlord is fairly decent as well but it only works for AoE. The Wall drops from Hungering Destroyer in Castle Nathria while Thunderlord drops from Oryphrion in Spires of Ascension.
